Scope
This standard specifies the technical requirements for the facilities of cement kilns for the co-processing of solid waste, the requirements for the characteristics of waste entering the kiln, the requirements for operation, the limits of pollutant discharge, the requirements for the control of pollutants in cement products produced, and the requirements for monitoring and supervision. This standard applies to the use of cement kilns to co-process hazardous waste, domestic waste (including waste plastics, waste rubber, waste paper, waste tires, etc.), urban and industrial sewage treatment sludge, animal and plant processing waste, polluted soil, emergency waste Pollution control and supervision and management of solid waste processes. When domestic waste is co-processed in cement kilns, if the quality of mixed domestic waste exceeds 30% of the total mass of materials entering the kiln (furnace), the "Standards for Pollution Control of Domestic Waste Incineration" should be implemented. This standard applies to the discharge of pollutants permitted by law. The site selection of newly established pollution sources and the management of existing pollution sources in special protection areas shall be in accordance with the Law of the People's Republic of China on the Prevention and Control of Air Pollution, the Law of the People's Republic of China on the Prevention and Control of Water Pollution, the Law of the People's Republic of China on Marine Environmental Protection, and the The Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste, the Law of the People's Republic of China on the Prevention and Control of Radioactive Pollution, the Law of the People's Republic of China on Environmental Impact Assessment, and other laws, regulations and rules shall be implemented.
