Scope
This standard defines the rules and procedures for the certification system of wind turbines, including type certification and certification of wind power projects installed on land or offshore. The certification system formulates the rules for the conformity assessment procedures and management of wind turbines and wind farms. The conformity assessment is carried out in accordance with relevant standards and relevant technical requirements, involving the safety, reliability, characteristics, testing and compatibility of wind turbines with the grid. . This standard provides: - the definition of the elements of the certification process for wind turbines; - the procedures for conformity assessment of the certification system for wind turbines; - the procedures for conformity surveillance; Requirements of inspection agencies and testing laboratories. These rules and procedures do not limit the size and type of wind turbines, and specific rules and procedures apply to small wind turbines. Some certification elements are mandatory, other specific elements are optional. For type approval, the procedures described in this standard involve conformity testing, design, manufacture, and planning for transport, lifting, installation, and maintenance. The certification process includes load and safety assessments, testing, characterization and manufacturing surveillance. For project certification, the procedures described in this standard relate to the suitability of the specific wind turbine and support structure/foundation design in the project, as well as the evaluation of transportation, installation, commissioning, operation and maintenance. The certification procedure is assessed against all modules in the documentation, such as site conditions, design of site-specific components, supervision of manufacture, transport, installation and operation. The purpose of this standard is to provide a common basis for the certification of wind turbines and wind power projects, including the basis for the accreditation of implementing agencies (certification bodies, inspection bodies and testing laboratories) and the mutual recognition of certification certificates. This standard should be used in conjunction with the IEC/ISO standards mentioned in Chapter 2 and the corresponding national standards.
