Scope
All technical content of this standard is mandatory. This standard is more stringent than the "Boiler Air Pollutant Emission Standard" (GB  13271-2001) and the "Thermal Power Plant Air Pollutant Emission Standard" (GB 13223-2003) in terms of control values. From the date of implementation of this standard, This standard shall be implemented within the administrative jurisdiction of Shijiazhuang City. This standard is connected to the "Emission Standard of Air Pollutants for Boilers" (GB  13271-2001) and the "Emission Standard of Air Pollutants for Thermal Power Plants" (GB 13223-2003) respectively in terms of time period. This standard stipulates the concentration of unorganized dust emissions and organized dust emissions from thermal power plants, thermal power plants, industrial boilers, etc. This standard stipulates the control requirements for coal-fired and solid waste in thermal power plants, thermal power plants, industrial and heating boilers. This standard stipulates the content of online monitoring instruments installed on boilers of 7MW (10t/h) and above. This standard was drafted by: Shijiazhuang Environmental Protection Bureau, Shijiazhuang Environmental Science Research Institute. The main drafters of this standard: Xie Jingyan, Wang Libin, Du Xianping, Li Xuedong, Zhang Wei, Li Li, Zhou Suying. This standard specifies the maximum allowable emission limits for boiler air pollutant emission concentrations in different time limits and in different areas. This standard applies to coal-fired, oil-fired and gas-fired boilers in the administrative area of Shijiazhuang City. Boilers that use biomass fuels such as sawdust, bark, straw, etc. shall refer to the maximum allowable emission limits of air pollutants from coal-fired boilers in this standard. This standard does not apply to boilers that use domestic garbage and hazardous waste as fuel.
