Scope: This standard specifies the oil and gas emission control requirements, monitoring and supervision management requirements during the process of storing, sending and receiving oil products in oil depots. This standard is applicable to the oil and gas discharge management of existing oil storage depots, as well as the environmental impact assessment, environmental protection facility design, completion environmental protection inspection and acceptance of oil storage depot construction projects, the issuance of pollutant discharge permits and the oil and gas discharge management after they are put into operation. After the implementation of the new discharge standards, if the contents of the pollutant discharge permits of existing enterprises are inconsistent with the new standards, the pollutant discharge permits shall be changed before the time limit for the new standards to take effect. This standard does not apply to the oil and gas discharge management of tank farms in production enterprises.
