This standard specifies the discharge limits of water pollutants from traditional Chinese medicine pharmaceutical enterprises or production facilities. This standard is applicable to the management of water pollutant discharge of existing traditional Chinese medicine pharmaceutical enterprises or production facilities. This standard is applicable to the environmental impact assessment, environmental protection facility design, completion environmental protection acceptance and water pollutant discharge management of construction projects of traditional Chinese medicine pharmaceutical industry. This standard is applicable to the pharmaceutical industry enterprises that use medicinal plants and medicinal animals as the main raw materials and produce various dosage forms of Chinese herbal medicines and Chinese patent medicines in accordance with the National Pharmacopoeia. This standard is also applicable to water pollution prevention and management of traditional ethnic medicine and pharmaceutical industrial enterprises such as Tibetan medicine and Mongolian medicine, as well as veterinary drug manufacturers similar to traditional Chinese medicine. When Chinese medicine pharmaceutical industrial enterprises extract a specific pharmaceutical ingredient, they should implement the water pollutant discharge standards of the extracted pharmaceutical industry. This standard applies to the discharge of pollutants permitted by law. The site selection of newly established pollution sources and the management of existing pollution sources in special protection areas shall be in accordance with the Law of the People's Republic of China on the Prevention and Control of Air Pollution, the Law of the People's Republic of China on the Prevention and Control of Water Pollution, the Law of the People's Republic of China on Marine Environmental Protection, and the The Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste, the Law of the People's Republic of China on the Prevention and Control of Radioactive Pollution, the Law of the People's Republic of China on Environmental Impact Assessment, and other laws, regulations, and rules shall be implemented. The water pollutant discharge control requirements stipulated in this standard are applicable to the discharge behavior of enterprises to environmental water bodies. When enterprises discharge wastewater into urban drainage systems with sewage treatment plants, the toxic pollutants total mercury and total arsenic shall implement corresponding discharge limits at the monitoring positions specified in this standard; the discharge control requirements for other pollutants shall be determined by enterprises and urban sewage treatment plants. Negotiate or implement relevant standards based on their sewage treatment capacity, and report to the local environmental protection authority for record; urban sewage treatment plants should ensure that the pollutants discharged meet the requirements of relevant discharge standards. When a construction project intends to discharge wastewater into the urban drainage system with a sewage treatment plant, the construction unit and the urban sewage treatment plant shall implement the provisions of the preceding paragraph.
