These guidelines are applicable to the metrological certification review work of quality inspection agencies in the water conservancy industry that are responsible for the safety and quality testing of water conservancy and hydropower projects and products, and the monitoring of water resources and environment. The metrological certification review of quality inspection agencies as mentioned in these guidelines refers to the evaluation by the National Metrology Certification Water Conservancy Review Group on whether the basic conditions and capabilities of the quality inspection agency comply with the provisions of laws, administrative regulations and the implementation of water conservancy industry and related technical standards.
