Scope
While the uses of interlaboratory comparisons are numerous and vary in their design and implementation, it is possible to develop fundamental principles that should be considered for organizational comparisons. This International Standard specifies these principles and describes the factors that should be considered in organizing and operating a proficiency testing programme. GB/T 15483.2 describes how to select and use proficiency testing schemes for laboratory accreditation bodies evaluating laboratory technical capabilities. This standard is applicable to operators and users of proficiency testing, such as participating laboratories, accreditation bodies, statutory bodies and customers who need to evaluate the technical competence of laboratories. Especially useful for self-assessment laboratories. It should be recognized, however, that proficiency testing is only one mechanism that helps to build mutual trust between users of different testing laboratories. The current situation in some accreditation bodies is that laboratories regularly participate in accepted proficiency testing schemes for this purpose. Therefore, it is imperative that operators of these schemes adhere to the technical requirements, statistical procedures, and principles of quality management when operating professionally managed proficiency testing schemes. Different proficiency testing organizations cannot be expected to operate in exactly the same way. For inter-laboratory comparison, this standard does not give specific operating rules. The content of the standards is intended only as a framework that can be adapted as appropriate, and applies to both low- and high-participant programs. This International Standard does not cover a technique often used by some organizations to assess the competence of a single laboratory by distributing certified reference materials or other well-characterized samples.
