Scope

This standard stipulates the basic information filling requirements for the application and issuance of pollution discharge licenses for pollution discharge units in the aquatic product processing industry, methods for determining permitted discharge limits, actual discharge accounting and compliance determination, as well as self-monitoring, environmental management ledgers and pollution discharge permits. Environmental management requirements such as certification implementation reports and proposed reference requirements for feasible technologies for pollution prevention and control in the aquatic product processing industry. This standard is applicable to guide pollutant discharge units in the aquatic product processing industry to fill in relevant application information on the National Pollutant Discharge Permit Management Information Platform. It is also applicable to guide the issuing authority to review and determine the discharge permit requirements for pollutant discharge units in the aquatic product processing industry. This standard applies to the discharge permit management of air pollutants and water pollutants discharged by pollutant discharge units in the aquatic product processing industry. This standard does not apply to sewage discharge units that produce chemical products such as auxiliaries and additives for aquatic products and pharmaceuticals, as well as sewage discharge units that are engaged in the manufacturing of canned aquatic products and the production of feed using aquatic products and their processing waste as raw materials. Among the pollutant discharge units in the aquatic product processing industry, the pollution-producing facilities or discharge outlets that implement the "Emission Standard of Air Pollutants for Thermal Power Plants" (GB13223) are applicable to the "Technical Specifications for Application and Issuance of Pollutant Discharge Licenses in the Thermal Power Industry"; The pollution-producing facilities or discharge outlets of the "Emission Standards" (GB13271) are applicable to the "Technical Specifications for Application and Issuance of Pollution Discharge Licenses for Boilers" (HJ953). This standard does not provide for other pollution-producing facilities and discharge outlets of aquatic product processing industrial pollutant discharge units that discharge industrial wastewater and waste gas, and shall be implemented with reference to the "General Principles of Technical Specifications for Application and Issuance of Pollutant Discharge Licenses" (HJ942).
