Scope

This standard specifies the basic requirements for filling in the application and issuance of emission licenses for industrial furnace and kiln emission units, determination of permitted emission limits, calculation of actual emissions, compliance determination methods and self-monitoring, environmental management ledgers and emission license execution reports and other environmental management requirements, and proposed reference requirements for feasible technologies for pollution prevention and control. This standard is applicable to guide industrial furnace and kiln pollutant discharge units to fill in the application information related to industrial furnaces and kilns on the national pollutant discharge license management information platform, and to guide the issuance authority to review and determine the corresponding licensing requirements for industrial furnace and kiln pollutant discharge units' pollutant discharge licenses. This standard applies to the discharge permit management of air pollutants and water pollutants related to industrial furnaces discharged by industrial furnace discharge units. This standard applies to industrial furnace and kiln sewage discharge units. Other relevant sewage discharge units may refer to this standard for implementation. After the pollutant emission standards for relevant industries are released, the pollution production and emission links, pollutant types, basis for determining permit limits, monitoring requirements, etc. will be stipulated in them. Relevant requirements for the operation and management of solid waste will be implemented after the "Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste" stipulates that solid waste be included in the management of pollution discharge permits.
