This part of GB/T(Z) 6113 is intended to provide guidance to developers and revisioners of CISPR electromagnetic compatibility (EMC) standards on dealing with uncertainties. In addition, useful background information is provided for those who actually apply the uncertainty content of this standard. This section is limited to the consideration of all uncertainties related to the compliance test of the EMC standard. The purpose of this standard is: a) to identify parameters associated with the statement that "a given product complies with the requirements specified in the CISPR standard" (standard conformity uncertainty) (abbreviated SCU, see 3.1.16) or b) give guidance on the assessment of the size of the standard conformity uncertainty; c) give guidance on the application of the standard conformity uncertainty to the compliance criterion for the CISPR standardized conformity test. Therefore, this part can be used as a manual to help standard writers consider how to make necessary supplements, references or coordination to those existing or to-be-developed "CISPR standards" that involve uncertainty. This part also provides guidance for management agencies, accreditation bodies and test engineers to judge the work quality of EMC testing laboratories engaged in CISPR standardization compliance tests. The uncertainty considerations given in this section can also be used as a guide when comparing test results (and their uncertainties) obtained using different alternative test methods. The uncertainty of compliance testing is also related to the probability that electromagnetic interference (EMI) problems will occur in practice. This section acknowledges this view and briefly introduces it. However, it is not considered in this section.
