It is suitable to guide the issuing authority to review and determine the pollutant discharge license for the lead and zinc smelting industry. Require. This standard applies to the emission permit management of air pollutants and water pollutants discharged by lead and zinc smelting emission units that use lead concentrates, zinc concentrates or lead and zinc mixed concentrates as the main raw materials. This standard does not apply to the independent use of lead and zinc. Application and issuance of emission permits for lead and zinc smelting and emission units that use secondary resources as raw materials and for emission units that produce recycled lead, secondary zinc and lead and zinc rolled products. This standard does not provide for other pollution-producing facilities and discharge outlets of lead and zinc smelting pollutant discharge units that discharge industrial wastewater, waste gas or toxic and harmful atmospheric pollutants specified by the state, and shall be implemented with reference to the "General Rules for Technical Specifications for Application and Issuance of Pollutant Discharge Licenses". Before the release of the "Technical Specifications for Application and Issuance of Pollutant Discharge Licenses for the Boiler Industry", hot water boilers and steam boilers of 65t/h and below shall be implemented with reference to this standard.
