Scope
This standard specifies the basic requirements for filling in the application and issuance of emission licenses for lead and zinc smelting emission units, the determination of permitted emission limits, the accounting of actual emissions, the methods of compliance determination, as well as self-monitoring, environmental management ledgers and the execution of emission licenses The report and other environmental management requirements put forward feasible technical requirements for pollution prevention and control in the lead and zinc smelting industry. This standard is applicable to guide lead and zinc smelting pollutant discharge units to fill in the "Pollution Discharge License Application Form" and fill in relevant application information in the National Pollutant Discharge License Management Information Platform Application System. It is suitable to guide the issuing authority to review and determine the pollutant discharge license for the lead and zinc smelting industry. Require. This standard applies to the emission permit management of air pollutants and water pollutants discharged by lead and zinc smelting emission units that use lead concentrates, zinc concentrates or lead and zinc mixed concentrates as the main raw materials. This standard does not apply to the independent use of lead and zinc. Application and issuance of emission permits for lead and zinc smelting and emission units that use secondary resources as raw materials and for emission units that produce recycled lead, secondary zinc and lead and zinc rolled products. This standard does not provide for other pollution-producing facilities and discharge outlets of lead and zinc smelting pollutant discharge units that discharge industrial wastewater, waste gas or toxic and harmful atmospheric pollutants specified by the state, and shall be implemented with reference to the "General Rules for Technical Specifications for Application and Issuance of Pollutant Discharge Licenses". Before the release of the "Technical Specifications for Application and Issuance of Pollutant Discharge Licenses for the Boiler Industry", hot water boilers and steam boilers of 65t/h and below shall be implemented with reference to this standard.
