Scope
This part of GB/T 36147 specifies the conceptual system design, basic business requirements, message requirements, and new data types of the electronic port customs clearance message structure. The EPC in this part includes the actions of the user (master, ship's agent or shipowner) when submitting electronic data to the counterparty which approves or denies the entry or departure of the ship. Appendix A provides recommendations for Single Window (SW) implementation. Appendix B recommends methods for developing SW. The Extensible Markup Language (XML) message structure defined in this part is used for the transmission of information between the ship or its agent and the specific agency responsible for processing the application for port clearance of the ship. The information that needs to be transmitted can be found in the "Convention on International Facilitation of Maritime Transport" (FAL Convention) and related documents in ISO 28005-2. These message structures are mainly used for data transfer between machines. This part applies to Single Window (SW) configurations ranging from basic solutions supporting customs clearance requirements to complex systems facilitating wider collaboration between ships and port authorities.
