Scope: 1.0.1 These guidelines are formulated to standardize the flood control risk assessment work in river basin or regional flood control planning, flood control project planning and design, and flood control management in China, and to clarify its main content, evaluation methods, and technical requirements. 1.0.2 This guideline applies to the flood control risk assessment of river basins or regions for flood control projects or flood control engineering systems that have been built, are under construction, and are planned to be built. 1.0.3 Flood control risk assessment work should be carried out systematically, objectively and scientifically based on the actual conditions of river basin or regional flood control projects. 1.0.4 Flood control risk assessment should be based on flood risk analysis, and calculation and evaluation of flood control risk indicators should be carried out to provide basis for flood control planning, project construction and management. 1.0.6 In addition to complying with the provisions of these Guidelines, the flood control risk assessment shall also comply with the provisions of relevant current national standards.
