- This standard specifies the method for measuring the breakdown strength of insulating paint films. This standard is applicable to the determination of breakdown strength of insulating paint films. Under certain conditions, AC voltage is applied to the paint film in a continuous and uniform manner until breakdown. The ratio of the breakdown voltage value to the paint film thickness is the breakdown strength E, expressed in kilovolts per millimeter (kV/mm). .
