Scope
1.0.1 In order to meet the needs of investment management of the National Petroleum Reserve Groundwater Seal Cave Project, standardize the content, format and depth of the preparation of design budget documents, and improve the quality of the preparation of design budgets, this standard is formulated. 1.0.2 This standard is applicable to the preparation of preliminary design budget estimates for the national petroleum reserve groundwater sealing cavern project. 1.0.3 The engineering project design budget document is an important part of the preliminary design document. The approved design budget is the basis for preparing investment plans and fund rais ng for engineering projects, and is the basis for controlling investment and assessing the economic rationality of engineering projects. 1.0.4 The preparation of design budget estimates should comply with relevant national laws and regulations, correctly select the basis quotas, and indicators for budget preparation, and comprehensively consider the impact of prices, taxes, project construction conditions, and dynamic factors during the construction period on investment in the location of the project, and reasonably Determine project construction investment. 1.0.5 The preliminary design budget estimate should be controlled within the approved feasibility study estimate range. When the preliminary design estimate exceeds the approved feasibility study investment estimate by 10% or more, the feasibility study report should be re-prepared and submitted according to relevant procedures. After the design budget is approved, in principle, no adjustments are allowed. When adjustments are indeed necessary, the adjustment budget should be prepared and submitted for approval in accordance with relevant procedures. 1.0.6 The preliminary design estimate should be prepared by a design unit or cost consulting unit with corresponding qualifications, and the compiler should have corresponding qualifications. When a construction project is designed by multiple design units, the overall design unit should be clearly defined. The overall design unit shall be responsible for formulating unified regulations on design budget estimates, determining the principles, basis and methods of preparation, and shall be responsible for preparing the overall budget estimate. Other participating units should be responsible for preparing budget estimates for their respective parts. 1.0.7 If this standard encounters adjustments to national regulations and policies, it shall be implemented in accordance with national regulations. 1.0.8 The design budget document should be in a separate volume.
