Scope
This specification is formulated to implement the "Energy Conservation Law of the People's Republic of China" and the national energy conservation policy, and to unify the energy-saving design of non-ferrous metal mines. This specification applies to large, medium and small non-ferrous metal mine new construction and reconstruction and expansion projects. Feasibility study reports and preliminary design documents of national asset investment projects (including new construction, renovation and expansion projects) must include chapters (chapters) on energy conservation. The energy-saving design in the energy-saving chapter (chapter) should include the comprehensive energy consumption index of the mining process, the comprehensive energy consumption index of the beneficiation process, the energy consumption index of each single operation in the process flow, the main energy-saving scheme of process design and equipment selection, and the energy-saving measures of various operations and energy saving targets. The first-level energy consumption indicators of this specification are the current domestic advanced level, the second-level energy consumption indicators are the domestic average advanced level, and the third-level energy consumption indicators are the domestic average level. The comprehensive energy consumption indicators of the mining process and the comprehensive energy consumption indicators of the beneficiation process for new construction, reconstruction and expansion projects of non-ferrous metal mines shall not be lower than the third-level standard. Energy conservation must be coordinated with comprehensive utilization of resources, protection of the ecological environment, and improvement of economic benefits. The energy-saving design of non-ferrous metal mines should not only comply with this code, but also comply with the current relevant national standards.
