The ITU Radiocommunication Assembly considering a) that there is an increasing demand for the transfer of large amounts of information over HF radio circuits, notably for Internet protocol applications; b) that there is a need to provide a virtually error free digital data service over HF radio systems; c) that there is a demand for interfacing these systems between the supplier and users of information so as to provide automatic utilization of data; d) that the results of a study into packet transmission protocols may enable improvements to be made in the efficiency of the HF radio channel.
