Scope
CIE 29.2-1986 contains the CIE Glare Index formula and a CIE luminance limit system, called the "CIE Safety Guard System", which are used to predict uncomfortable glare in the working environment. A computer-generated formula can be used to predict the discomfort glare of a space with a set of specific conditions. The brightness limitation system is used to simply assess the suitability of a luminaire for general lighting purposes under a limited number of conditions. Committee TC 3-13 was asked to provide a "practical glare rating system". This report contains the results of this task. Three glare evaluation methods were developed: a) the basic "Uniform Glare Rating (UGR)" formula: b) a derived tabular method that allows simple comparisons under different lighting conditions; The "brightness limit curve method" that can give lighting designers a rough guide on the applicability of luminaires. The UGR formula is recommended by CIE. Its practical application requires the use of computer software. The two derived methods contained in the annex are intended to provide information that can assist luminaire manufacturers in design assistance and are published as luminaire data sheets (the derived methods are also used in some national standards).
