Scope
The ITU Radiocommunication Assembly considering: a) that several satellite monitoring earth stations exist in various parts of the world and are capable of collecting data relating to radiated emissions from geostationary satellites; b) that orbital slots for geostationary satellites are a valuable and scarce resource; c) that a knowledge of the operational status of geostationary satellites recorded in the Master International Frequency Register is valuable to spectrum managers engaged in identifying orbital slots for new applicants; d) that Resolution 18 (Kyoto, 1994) solicits information regarding the reliability of the geostationary satellite assignments recorded in the Master International Frequency Register and the role of international monitoring in this regard; e) that a knowledge of the operational status of each geostationary satellite is of direct interest to participants of Radiocommunication Study Group 4, spectrum managers and satellite operators; f) that Question ITU-R 32/1 addresses the application of monitoring to assist radiocoinmunication development.
