This part of GB/T 18391 gives a description of the naming and identification of the following management items: data element concept, concept domain, data element and value domain. This section describes the components and structure of the identity. The purpose of accurately defining these identifiers is to uniquely identify the management items in these registration systems. This section also describes the naming in the MDR, gives the principles and rules for forming naming conventions, and gives examples of naming conventions. The naming principles described here are mainly applicable to the names of data element concepts, concept domains, data elements and value domains. The "management item" used in this section refers to these four items. This section should be used in conjunction with which sections of the rules and procedures establish the attributes, classification, definition and registration of governing items. Naming rules do not include naming rules that establish semantic equivalence in different languages. In establishing semantic equivalence, nomenclature must be supplemented by other means, such as ontologies or controlled vocabularies.
