Scope

When, in their full sovereignty, the Administrations of the countries of Europe and the Mediterranean Basin negotiate agreements among themselves with a view to determining the distribution rates and when they fix the collection charges to be applied to telegrams exchanged between them, it is recommended that they take into consideration: for the determination of rates and accounting rates, the provisions of Article 2 of this Recommendation; for the fixing of collection charges, the directives of Article 3 of this Recommendation.
