Scope: This standard specifies the air pollutant emission control requirements for process exhaust, leakage of equipment and pipeline components, storage and transportation of volatile organic liquids, and wastewater collection, treatment, and storage facilities during the refining and petrochemical production process. It also specifies the requirements for the factory boundary environment. The concentration of toxic substances in the air, the sulfur content of the company's own fuel, abnormal emissions such as flare venting, and the height of the exhaust pipe are stipulated. This standard applies to the air pollutant emission control of refining and petrochemical production facilities, as well as the environmental impact assessment, design, and completion acceptance of new, renovated, and expanded refining and petrochemical production facilities. Boilers (including power station boilers) and waste incinerators in oil refining and petrochemical enterprises must comply with the corresponding Beijing or national air pollutant emission standards.
