Scope
This European standard specifies the requirements and test methods for the migration of elements such as antimony, arsenic, barium, cadmium, chromium, lead, mercury and selenium in toy materials and toy parts. The above materials do not include touchable materials. Packaging materials are not included unless they are part of a toy or have entertainment value in their own right (see Appendix D). Depending on the circumstances, a decision on whether the toy can be touched can only be made after it has undergone the relevant tests specified in Part 1 of this standard. The requirements for migrating elements apply to paints, varnishes, lacquers, inks, polymer coatings and similar coatings (see 8.1):  ——polymers and similar materials, including whatever Whether there are textile-reinforced laminates, but not other textiles (see 8.2);  ——paper and paperboard (see 8.3);  ——natural or synthetic textiles (see 8.4);  ——glass/ceramics/metals materials (see 8.5);  ——other dip-dyeable materials, whether dip-dyed or not (e.g. wood, fibreboard, hardboard, bone and leather) (see 8.6);  ——materials that leave marks (e.g. in pencils) graphite materials and liquid ink in Hong Kong dollars) (see 8.7);  ——soft modeling materials, including modeling clay and gel (see 8.8);  ——pigments used in toys, including finger paints, varnishes, lacquers, Enamel powder and other similar materials in solid or liquid form (see 8.9). When taking into account the normal and foreseeable behavior of children, certain toys or parts of toys may clearly exclude a risk from sucking, licking or swallowing due to their accessibility, functionality, quality, size or other characteristics. The requirements of EN 71 do not apply to these toys. Note: For the purpose of this standard, the following criteria apply to the scope of products for judging sucking, licking or swallowing:  ——All toys for food/mouth contact, cosmetic toys and writing instruments classified as toys;  ——For use by 6 years and below Toys for use by children, i.e. all accessible parts and components that may come into contact with the mouth.
