This part specifies a set of basic encoding rules, which can be used to derive transfer syntax specifications for type values defined using the notations specified in GB/T 16262.1, GB/T 16262.2, GB/T 16262.3 and GB/T 16262.4. These standards Collectively known as Abstract Syntax Notation - or ASN.1. These basic encoding rules are also applied to decode this transfer syntax to identify the data value being transferred. This set also specifies the regular encoding rules and the set of atypical encoding rules, which restrict the encoding of values to only one of the alternative encodings provided by the base encoding rules.
