This section applies to hot-rolled, forged, and cold-drawn round steel, square steel, and wire rods with a diameter (or side length) not greater than 360 mm, and hot-rolled and forged flat steel with a thickness of 4 mm to 250 mm and a width not greater than 650 mm. of powder metallurgy high-speed tool steel.
