There are three stages: top-level planning, special planning and engineering design. The three stages are connected with each other. The previous stage is the guidance, specification and restriction of the next stage; the next stage is the extension and deepening of the previous stage. This guideline applies to top-level planning, industry-specific planning and business system engineering design of new smart cities at the district and county level and above.
