UL 2849 BULLETIN-2018 UL Outline of Investigation for Electric Bicycles@ Electrically Power Assisted Cycles (EPAC Bicycles)@ Electric Scooters@ and Electric Motorcycles
Scope and Products Covered by UL 2849 UL explained that the products covered by UL 2849 fall into 3 categories: 1. Electric Scooters 2. Electric Motorcycles 3. eBikes Electric scooters and motorcycles are defined by the National Electrical Code (NEC)@ ANSI/NFPA 70@ as electric vehicles and are covered by Article 625. eBikes@ whether pedal assist or non-pedal assist@ are not considered electric vehicles and are not covered by Article 625 of the NEC. The Standard only covers the electrical systems of the specified products@ whether onboard or off board@ and does not cover other features. It was clarified that on-board electrical systems include any electrical component or system that is located on board the device. This may include motors@ motor controllers@ interface/controls@ battery packs@ charging circuitry (which may include on board chargers)@ and other components or systems. Off-board charging systems include individual chargers for charging batteries that are removed from the device during charging@ individual chargers for charging batteries that are in place on the device during charging@ supply equipment for providing AC power to the device with an on board charger@ or charging systems that consist of multiple charging points such as battery swap type systems or charging rack systems. As only the electrical systems are covered@ it was clarified that the Standard does not preclude 3-wheeled vehicles. There was agreement by the STP meeting attendees that the scope and products covered by UL 2849 were clear as proposed.
