Scope

This document specifies the general requirements for the "Information Technology (IT) Project Performance Baseline Measurement Framework" process: 　——Process requirements for each activity within the baseline measurement framework (e.g., implementation, maintenance of data warehouse, submission of data); 　——The tasks necessary to successfully execute the activity and equip the activity with components, both of which are defined in GB/T 41866.1. This document is applicable to all stakeholders of IT project performance benchmark measurement (for example, benchmark measurement users, benchmark measurement providers, benchmark measurement service providers and IT project teams) to carry out the use of IT project performance benchmark measurement. Note: The following are examples of how to use this document: 　——by system and software suppliers to implement baseline measurement procedures to estimate and/or evaluate the performance of IT projects; 　——— by system and software acquirers (or third-party agents) ) Evaluate the performance of the supplier's IT projects; 　——The benchmark measurement provider implements the collection and analysis of IT project data and provides benchmarks; 　——The benchmark measurement service provider implements various services (for example, provides benchmark measurement tools and methods, or implementation examples by benchmark metric users). This document does not prescribe how to organize benchmarking activities. It is outside the scope of this document to specify the name, format, or explicit content of documents generated during baseline measurement activities.
