This standard applies to the environmental impact assessment of comprehensive river basin plans (including revisions) organized by relevant departments of the State Council, river basin management agencies, local people's governments at or above the districted city level and their relevant departments. Professional plans or special plans for river basins can be implemented with reference to this standard.
