This document stipulates the terms and definitions, basic principles, working procedures, technical principles, and main contents of zero-carbon and high-efficiency district energy (hereinafter referred to as "district energy") planning. This document is suitable for guiding regional energy planning to achieve zero-carbon and high energy efficiency goals. This document does not apply to high energy consumption parks such as petrochemical, chemical, building materials, steel, nonferrous metals, and papermaking.
