4.1 Scientific Principle Based on the analysis of the current situation of the river basin water ecological compensation pilot, develop an assessment document for the utilization and protection of river basin water resources that is in line with my country's national conditions. 4.2 Principle of Accuracy The establishment of ecological compensation indicators should be based on key indicators, and the calculation should be based on automation and information technology. Excluding human interference and influencing factors, when individual indicators cannot be automated, a third party should be hired to perform fair and equitable calculations in a face-to-face manner. 4.3 The formulation of the feasibility principle document should be simple, easy to implement, effective in application, and convenient for the administrative management of relevant government departments. 4.4 The principle of universality fully considers spatial (regional) differences and the unity of documents to ensure the stability and fairness of document application.
