Scope

This document stipulates the general requirements for the settlement of measurement disputes with civil water meters, electric energy meters, and gas meters (hereinafter referred to as "three civil meters"), as well as dispute filing and investigation, dispute verification/calibration, dispute mediation, and measurement error accounting.
