Scope
This standard specifies the emission control requirements for air pollutants such as smoke blackness, fog droplets and particulate matter, sulfur dioxide, sulfur trioxide, nitrogen oxides, ammonia, mercury and their compounds in boiler flue gas, as well as the sampling and monitoring requirements for air pollutants. and implementation and supervision related provisions. Pollutants in flue gas not covered by this standard shall comply with the corresponding national and Zhejiang provincial standards. This standard applies to coal-fired, gas-fired, and oil-fired power plant boilers within the jurisdiction of Hangzhou Municipality, coal-fired thermal power plant boilers mixed with sludge in various proportions, coal-fired, gas-fired, oil-fired, and biomass-fired steam boilers, hot water boilers, and organic thermal Air pollutant emission management from boilers such as carrier boilers and layer-burning furnaces. Boilers that use briquettes, coal-water slurry, coal gangue, petroleum coke, carbon black exhaust, etc. shall refer to the emission control requirements of coal-fired boilers in this standard. Fuel and gas-fired lithium bromide units shall be implemented in accordance with the corresponding fuel and gas boiler emission control requirements in this standard. This standard does not apply to boilers (incinerators) that use garbage and hazardous waste as fuel. This standard is applicable to the emission management of air pollutants from existing boilers within the jurisdiction of Hangzhou Municipality, as well as the environmental impact assessment of boilers, design of environmental protection facilities, environmental protection acceptance of completed projects and the management of air pollutant emissions after they are put into operation for new construction, reconstruction and expansion projects. . For high-pollution fuel boilers that comply with the relevant no-burning zones issued by the Hangzhou Municipal People's Government, relevant management regulations will be implemented. If the environmental impact assessment document or pollution discharge permit requirements for a construction project are stricter than these standards, the approved environmental impact assessment document or pollution discharge permit shall be followed. This standard applies to the emission of pollutants permitted by law; the site selection of new pollution sources and the management of existing pollution sources in special protection areas shall be in accordance with the "Atmospheric Pollution Prevention and Control Law of the People's Republic of China", the "Environmental Impact Assessment Law of the People's Republic of China", The relevant provisions of laws, regulations and rules such as the "Zhejiang Provincial Regulations on the Prevention and Control of Air Pollution", "Hangzhou Municipal Regulations on the Prevention and Control of Air Pollution", "Hangzhou Municipal Regulations on the Promotion of Ecological Civilization Construction" and other laws, regulations and rules shall be implemented.
