The main content of this document includes five parts: scope, normative reference documents, terms and definitions, evaluation index system, and evaluation. The basic evaluation requirements and 16 evaluation indicators are listed in the evaluation indicator system. The evaluation indicators include qualitative indicators and quantitative indicators, and the benchmark values/basis of each indicator and the evaluation content are clarified. The evaluation method and evaluation results are given in the evaluation.
