INTRODUCTION This report presents a review of Gaussian dispersion models and their application to refinery emissions and refinery air quality related issues. The dispersion models discussed are those which are presently available for general use and likely to be encountered in the current regulatory environment. Emphasis has therefore been placed upon U.S. Environmental Protection Agency (EPA) Gaussian models. Other versions of the Gaussian plume models [such as@ those developed by American Petroleum Institute (API) member companies@ environmental consultants@ and so forth] are discussed only to illustrate some of the extensions to the basic Gaussian plume methodology which have been made for situations in which the conventional models are inadequate.
