Scope

This standard stipulates the requirements for filling in the basic information of the pollutant unit when applying for and issuing a nitrogen fertilizer industrial discharge license, determining the permitted discharge limits, accounting methods for actual discharges, compliance determination methods, as well as self-monitoring, environmental management ledgers, and discharge license execution reports. and other environmental management requirements, and proposed feasible technical requirements for the prevention and control of nitrogen fertilizer industry pollution. This standard is applicable to guide the nitrogen fertilizer industry pollutant discharge units to fill in the "Pollution Discharge License Application Form" (Annex 2 of Huanshui [2016] No. 186) and fill in relevant application information online. It is suitable to guide the issuing authority to review and determine the nitrogen fertilizer industry pollutant discharge license requirements. . This standard applies to the discharge permit management of water pollutants and air pollutants discharged by nitrogen fertilizer industrial discharge units, including production enterprises or production facilities that produce synthetic ammonia and use synthetic ammonia as raw materials to produce urea, ammonium nitrate, ammonium bicarbonate, and alcohol-ammonia co-production.
