"INTRODUCTION This project started about a year ago when it was decided that different oil companies are probably using different methods for hydrocarbon analysis within their laboratories@ and that all of us would benefit if we could get together and get all the different techniques into some sort of document We all analyze soils@ we analyze for free product m cases of product leakage and we look for soluble hydrocarbons in groundwater We have regulatory needs The New Jersey ECRA bill states that you have to sample soils@ although to what level they have not stated before you can sell a piece of property You can detect from 100 ppb to 1 ppb in the soil but not find it in groundwater On October 1 of this year another reason for this type of meeting arose The EPA proposed making SW-846 a mandatory document and test to be used m analyzing groundwater The types of analyses we are talking about apply directly to SW-846 We had in mind that this meeting should result in a document published by API It should not be a document of ""this is the way to do it"" but of the state of the art. Showing the way that things are done in laboratories m the petroleum industry and those which service the petroleum industry We wanted a compilation of both published methods which are being used by the different laboratories and the methods that are being used but have not been published methods developed m the laboratories that are done because they work better and give better results People in the petroleum industry who do these analyses on a routine basis could then use the document as a reference to help solve problems and not specifically to ensure regulatory compliance To put together this material@ we decided it would be best to get the working chemists from the oil companies in a free discussion about the procedures they use and that are being evolved in their laboratories This was not intended to be a general meeting It was intended for select group of people@ basically chemists and those people who have a direct interestin the analytical results We did not invite any EPA people or regulators simply because we wanted people to be free to say exactly what they think about the analyses So this workshop is the basis for getting this program underway Only about 12 papers are to be presented We did not intend to fill your lime with papers@ as at a normal seminar or meeting We wanted enough papers to stimulate discussion The people who present the papers will serve as a panel and. along with the moderator@ will try to lead a discussion so that we can explore@ in depth@ the methods and techniques that you are usingin the laboratory at the present time So after the presentation of the papers@ we would like to have a discussion@ not exactly a question period@ but as if you were sitting down over coffee in a restaurant and talking about it I've never seen two analytical chemists get together who couldn't talk You don t have to address the panel You can address each other across the room or the panel members can address the others In this discussion we hope to pick up a lot of the information we want The material that comes out of this workshop today will go to IT Corporation IT will put together the proceedings and the analytical document. The documents will be sent to all those who present papers for review before publication. If you give your name and affiliation@ you may receive a copy for your comments before they are published. After that@ they will come back to the API committee for final editing prior to publicationin the spring."
