- This document gives the overall requirements for the new type of capability classification, and specifies the requirements for CL1~CL5 level capability building. This document is applicable to all kinds of organizations with the following needs: a) Develop new capabilities in different levels to promote the continuous improvement of new capabilities; b) Develop and provide systematic solutions around the hierarchical construction of new capabilities; c) Develop new capabilities for organizations in different levels Construction and provision of services; d) Evaluate its management system for the integration of informatization and industrialization (hereinafter referred to as the integration of informatization and industrialization) through internal or external (including assessment agencies) to prove its new capability level.
