- 1.1.1 This standard covers carbon steel and low alloy steel oil tanks constructed in accordance with API Std 650 and its predecessor, API Std 12C. This standard provides minimum requirements for maintaining the integrity of above-ground, uncooled, atmospheric, welded or riveted oil tanks in service. It includes the maintenance inspection, repair, alteration, relocation and reconstruction of the above-mentioned oil tanks. 1.1.2 The scope is limited to the first flange sealing surface, first flange sealing surface, first first threaded joint or first welded interface. Many of the design, welding, inspection and material requirements of API Std 650 can be used for maintenance inspection, calibration, repair and modification of in-service oil tanks. When there is a clear conflict between this standard and the requirements of API Std 650 or its predecessor, API Std 12C, in-service oil tanks shall comply with this standard. 1.1.3 Although this standard adopts the principles of API Std 650, the tank owner/operator may apply this standard to any tank constructed in compliance with the tank code due to special construction and operating details. 1.1.4 This standard can be used for maintenance, as well as technical training and experience exchange for engineering and inspection personnel in the design, manufacture, construction and inspection of oil tanks. 1.1.5 This standard does not include procedures or guidelines for all the different conditions that may occur in existing oil tanks. When the design and construction details are not known and the standards to which the tank was originally constructed are not available, then it is necessary to provide details equivalent to the tank integrity level assessed in accordance with the latest version of API Std 650.
