Scope

1.O.1 This standard is formulated to implement the "Import and Export Commodity Inspection Law of the People's Republic of China", safeguard the country's economic rights and interests, and implement the inspection of imported equipment and materials for chemical construction projects on the basis of contracts. 1.O.2 This standard applies to complete sets, individual items, and single-machine imported machines, static equipment, electrical, industrial automation instruments, industrial control computers and other equipment and materials for chemical construction projects, as well as their documents and materials, starting from the effective date of the contract. Foreign inspection, domestic port inspection, unpacking inspection and quality inspection until the expiration date of the machinery warranty period. This standard also applies to the inspection of equipment and materials manufactured by Chinese manufacturers that are purchased and supplied by foreign contractors. 1.O.3 This standard is a general regulation for the inspection of imported equipment and materials. Each chemical construction project should prepare corresponding inspection plans or detailed rules based on the characteristics of the specific device and contract environment. 1.O.4 The technical standards, specifications and inspection specifications provided by the seller and manufacturer specified in the contract or confirmed by the buyer shall be the technical basis for performing inspections. The standards, specifications and technical requirements specified in the design documents, technical information and drawings confirmed by the buyer and seller shall be the basis for the inspection of specific equipment and materials. 1.O.5 When the standards and specifications provided by the seller are incomplete or cannot meet the needs of inspection, the corresponding international standards, foreign advanced standards, product manufacturer standards or my country's current standards can be adopted after negotiation between the buyer and the seller. 1.O.6 During the inspection of imported equipment and materials for chemical projects, regulations on safety, labor protection, environmental protection, industrial hygiene, fire prevention, explosion prevention, etc. must comply with my country's current laws and standards. 1.O.7 This standard should be used in conjunction with the "Measures for the Inspection and Management of Imported Equipment and Materials for Chemical Construction Projects".
