- In order to implement the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste, the Law of the People's Republic of China on the Prevention and Control of Infectious Diseases, the Regulations on the Management of Medical Waste and other countries' regulations in the field of medical waste, strengthen the safe management of medical waste and prevent the spread of diseases , protect human health, achieve the goal of harmless disposal of medical waste, standardize the planning, design, construction, acceptance and operation management of centralized medical waste incineration disposal projects, and formulate this technical specification. This technical specification applies to new construction, reconstruction and expansion projects that use centralized incineration to treat medical waste. For incineration disposal projects that consider the incineration of medical waste and other hazardous wastes as a whole, they should meet both the "Technical Specifications for the Construction of Concentrated Incineration and Disposal Projects of Hazardous Wastes" and the provisions of this technical specification. If the technical requirements for corresponding indicators are different, stricter requirements will apply. The determination of the scale of centralized medical waste incineration disposal projects and the selection of technical routes should be based on the production volume and composition characteristics of medical waste in the service area, the level of social and economic development, the national hazardous waste and medical waste disposal facility construction plan and urban master plan, medical waste The characteristics of the collection and transportation system and the applicability of incineration technology should be reasonably determined.
