This standard establishes requirements for lighters in order to ensure a reasonable level of safety during normal, or abnormal but reasonably foreseeable, use by users. The safety specifications contained in this standard cover all consumer products that produce a flame, commonly referred to as cigarette lighters, cigar lighters, and pipe lighters. This standard does not apply to matches or devices that produce a flame intended solely to light materials or objects other than cigarettes, cigars, and pipes. As flame-producing devices, lighters can, like any other fire source, present a potential risk to any user. The safety specifications given in this standard cannot eliminate all risks but are intended to reduce potential risks to users.
