Scope
INTRODUCTION This report presents the results of Phase I of a study to assess the atmospheric emissions from the landtreatment of refinery oily sludges. The program was jointly funded by the American Petroleum Institute (API) and the Environmental Protection Agency (EPA). Samples of sludges and soils were obtained from several cooperating refineries. The sludges and soils were subjected to physical and chemical tests for characterization. Landtreatment simulation experiments were performed in the laboratory@ and emissions from these activities were measured. The conclusions drawn from the results of this study are presented in Section 2 of this report. A literature search was performed in the early stages of this program. The procedures and results are given in Section 3. A description of the landtreatment sites which were visited@ the physical and chemical testing@ and the experimental landtreatment simulation apparatus are described in Section 4. The results of the landtreatment simulations as well as the sludge and soil characterizations are presented in Section 5. These results are discussed and interpreted in Section 6. Finally@ the recommendations for further study are discussed in Section 7.
