The housing and urban-rural development departments and development and reform commissions of all provinces and autonomous regions, the housing and urban-rural development committees (bureaus), planning committees (bureaus), and development and reform commissions of municipalities and cities under separate state planning, Hainan Provincial Planning Commission, and the Xinjiang Production and Construction Corps Housing and Urban-Rural Development Bureau and Development Reform Commission, relevant departments of the State Council: According to the requirements of the "Notice of the Ministry of Housing and Urban-Rural Development on Issuing the Project Plan for the Preparation of Construction Standards in 2013" (Jianbiao [2013] No. 162), the "Construction of Natural Reserve Projects" organized by the Forestry and Grassland Bureau "Standards" and "Wetland Protection Project Construction Standards" have been reviewed by relevant departments and are now approved for release and will come into effect on December 1, 2018. During the approval, verification, design and construction process of nature reserves and wetland protection projects, we must strictly abide by relevant national regulations, conscientiously implement this construction standard, and resolutely control project costs. The Ministry of Housing and Urban-Rural Development and the National Development and Reform Commission are responsible for the management of these construction standards, and the Forestry and Grassland Bureau is responsible for the specific interpretation.
